The European Factories of the Future Research Association (EFFRA), as the private side of the Made in Europe Partnership, strongly supports the recent opinion issued by the Partnership Knowledge Hub on European partnerships under the future EU Framework Programme (FP10). This opinion underscores the critical role partnerships play in driving innovation, competitiveness, and sustainability across Europe’s industrial landscape.

As the European Commission prepares its proposal for FP10, EFFRA highlights the importance of building on the successes of existing partnerships, such as Made in Europe. These partnerships have demonstrated their ability to unite industry, academia, and public entities to deliver cutting-edge advancements and address societal challenges effectively. By fostering collaboration, they accelerate the development of solutions that enhance Europe’s industrial competitiveness and align with the twin transitions of digitalisation and sustainability.

Public-private partnerships (PPPs) have proven to be a cornerstone of European innovation policy. They enable pooling resources, de-risking investments in breakthrough technologies, and aligning research priorities with industrial and societal needs. The Made in Europe Partnership exemplifies this approach by promoting manufacturing technologies that drive the green and digital transformations, ultimately strengthening Europe’s global leadership in advanced manufacturing.

To amplify the impact of partnerships in FP10, EFFRA supports the recommendations of the Partnership Knowledge Hub, which include:

  1. Recommendations for FP10

The opinion identifies several key areas for improvement and focus in FP10:

    1. Strategic Orientation: Partnerships must have a clear strategic direction, aligning with EU policy objectives and addressing emerging challenges.
    2. Simplified Implementation: Administrative burdens must be reduced to enhance participation and efficiency, particularly for co-funded partnerships.
    3. Improved Governance: Governance frameworks should be transparent and inclusive, fostering trust and collaboration among stakeholders.
    4. Increased Flexibility: Partnerships need adaptable frameworks to address evolving challenges and priorities.
    5. Enhanced International Cooperation: Partnerships should strengthen Europe’s global engagement and collaboration in key innovation areas.

EFFRA calls on the European Commission, the European Parliament, and the Council to prioritize the strategic role of partnerships in FP10. By adopting the recommendations of the Partnership Knowledge Hub, the next Framework Programme can build on the successes of Horizon Europe, ensuring Europe remains at the forefront of innovation and industrial leadership.

The Made in Europe Partnership and similar initiatives have demonstrated the transformative potential of well-structured partnerships. With adequate funding, streamlined governance, and strategic focus, FP10 can deliver the impact needed to address Europe’s challenges and opportunities.

EFFRA stands ready to collaborate with all stakeholders in shaping and implementing the future of European partnerships under FP10, ensuring a competitive, innovative, and sustainable Europe.
