The Made in Europe Partnership

Made in Europe is the manufacturing partnership established under the European Union’s Framework Programme Horizon Europe (2021–2027). It brings together EFFRA, representing the private side (industry, academia, and research centres), the European Commission in particular DG Research & Innovation (DG RTD) and DG CONNECT and the EU Member States. Together, these partners work through a structured and collaborative governance model to steer Europe’s manufacturing research and innovation priorities.

The first version of the Made in Europe-SRIA was presented in May 2019 and subsequently discussed and refined in dialogue between the European Commission, Member States, and EFFRA. To support the definition of the scope and ambition of the partnership, EFFRA, in close cooperation with the Commission, prepared both the Made in Europe Guidance Document and the SRIA. These documents articulate the rationale, objectives, and long-term vision of the partnership.

How the Partnership Works

The Made in Europe partnership operates as a co-programmed partnership:

  • EFFRA, on behalf of industry, research organisations and academia, contributes expertise, strategic direction, and community mobilisation.

  • The European Commission (DG RTD and DG CONNECT) works hand-in-hand with EFFRA to develop priorities, ensure alignment with EU policy objectives, and implement the programme within the Horizon Europe framework.

  • Member States are actively involved, ensuring coherence with national strategies and supporting the broader uptake of results across Europe.

Through this shared governance, the partnership leverages the complementary roles, competencies and resources of all parties to maximise impact.

The Made in Europe partnership acts as the voice and driver of sustainable and competitive manufacturing in Europe. By mobilising the collective expertise and resources of its partners, the initiative will:

  • strengthen European manufacturing ecosystems and reinforce Europe’s global technological leadership;

  • accelerate the transition towards circular, adaptive, and resilient industries;

  • support a green, digital, and human-centric industrial transformation;

  • play a central role in Europe’s twin ecological and digital transition, being both an enabler of change and a beneficiary of its outcomes.

Made in Europe is therefore a cornerstone for securing a strong, sustainable, and future-ready European manufacturing base.
